The fourteen associations were grouped into 8 sessions. These 14 farmer associations are partner suppliers of Kiblawan MPC, the consolidating big brother cooperative for cacao processing in Kiblawan aiming to standardize the single origin processing of cacao for anchor firm- CNT Trading. Most of the cacao farmer associations in Kiblwan have planted their cacao trees in year 2017/18 of which most of their cacao trees have started to become productive this year. The training aims to equip these farmers on basic skills on cacao harvesting and wet bean selection. These 14 associations are as follows: 1. Bagong Negros Integrated Society for Agroforestry Association in Kiblawan, Inc. (BANISKAFI), 2. Brgy, San Jose Water Users Association (BASWUSAI), 3. Brgy. Waterfall Kiblawan Farmers Association (BAWAKIFAS), 4. Dapok Coco Farmers Association (DCFA), 5. Bagumbayan Farmers Association (BFA), 6. Lawayan Integrated Farmers Association (LIFA), 7. Ihan Farmers Association (IFA), 8. Passig Farmers Association (PaFarAs), 9. Panagalib Integrated Farmers Association (PIFA), 10. Poblacion Kiblawan Small Coconut Farmers Association (POKISCOFA), 11. San Isidro Small Farmers Association (SISFA), 12. San Juan Agroforestry Farmers Association (SJAFA), 13. San Pedro Farmers Association (SPFA), and 14. Kiblawan United Cacao Growers and Producers Association (KUCAGROPA). Community-based cacao farmer leader Mr. Gallardo and agri-technicians from Provincial and Municipal Agriculturist Offices served as resource speakers of the training. Topics on cacao harvesting, pod sorting, pod storing and good wet beans selection were taught to participants. After the lecture hands-on training on wet cacao beans selection were conducted. Further, most of the participants were able to see available post-harvest facilities of Kiblawan MPC whom they will sell their cacao wet beans to.

This flagship program provides an avenue for beneficiaries to promote and sell their products through GiftingLife Community Store, a hybrid retail shop that offers physical retailing, e-commerce, digital marketing, and an immersive consumer experience to help small businesses, especially social enterprises, amid global economic and health crises. Likewise, the program provides capacity-building support to 20 micro, small, and medium enterprises (MSMEs) and farmer organizations (FOs) through a series of online training on Digital Marketing Media that will run until December 2022. Project Head Delia Ayano envisions MSMEs and FOs increasing their digital presence to expand market reach and keep up with the demands of the new normal. “We hope for the full support and active participation of our dear MSMEs to maximize the gains from the program, resulting in their increased income and a more robust agri-enterprise sector in the region,” she concluded.

The series of activities conducted during the mission enabled the project implementers to communicate their accomplishments, good practices, and challenges in implementing the project. It also enabled the Mission Team to visit the Regional Coordination Units and their stakeholders which provided them with a clear picture on the ground which served as the basis of the Aide Memoire issued by IFAD. The Aide Memoire is the primary document that entails the result of the Mission and the agreed actions which are expected to be implemented in the succeeding months.

The Department of Trade and Industry Davao City Field Office (DTI-DCFO) inked a Matching Grant Agreement (MGA) with Biao Agrarian Reform Beneficiaries Cooperative (BARBCO) last May 31, 2022 during the Ceremonial Signing held in Talandang, Davao City. DTI City Director Rachel Remitio and BARBCO Chairperson Godofredo Rangas spearheaded the MGA signing. “The matching grant worth PhP1.594M which is provided through the Rural Agro-enterprise Partnership for Inclusive Development and Growth (RAPID Growth) Project, is intended to finance the approved productive investment and various business development support interventions of the cooperative so that it can upscale its Dried Fermented Cacao Beans (DFCB) operation. By upscaling its operation, other associations within its supply chain will benefit from its expected outcomes, namely, increase purchasing power of raw materials, and increased production capacity/requirement,” RAPID Project Manager Mae Ester Guiamadel conveyed as she witnessed the MGA ceremonial signing. Aside from the 445 smallholder farmers in Davao City, the assistance that will be provided to BARBCO as an anchor firm of the RAPID Growth Project will also be indirectly benefited by at least 262 smallholder farmers belonging to Southern Davao Multipurpose Cooperative (SDMC), UNICARBAI Multipurpose Cooperative (UMPC) in Davao Occidental.

This article features three FMI pilot projects
The Rural Agro-Enterprise Partnership for Inclusive Development and Growth (RAPID Growth) Project, an investment project of the Department of Trade and Industry (DTI), funded by the International Fund for Agricultural Development (IFAD), launched three (3) farm-to-market road rehabilitation sub-projects early this year, alongside with the Department of the Interior and Local Government (DILG) as the overall chair, the Department of Public Works and Highways (DPWH) as technical support, and the Local Government Units of Leyte, Bukidnon, and Kapalong as implementers. A two-kilometer proposed farm-to-market road rehabilitation in Brgy. Tinambacan, Jaro, Leyte is the first for RAPID which launched in May 30, 2022. Second is the improvement of a 3.4 kilometer farm-to-market road in Kaatuan, Lantapan, Bukidnon, which launched in June 17, 2022. Third is the 2.7 kilometer farm-to-market road in Kapalong, Davao del Norte, which stretches from New Agno, Brgy. Mabantao (Purok Sampalok), to Mabuhay (Purok 6A), Brgy. Capungagan, launched in June 20, 2022. These milestones are early gains from one of RAPID’s expected outcomes – that SMEs secure the necessary access to producers, markets and suitable investment finance, under the Project’s Farm-to-Market Infrastructure (FMI) service sub-component. As part of the Project’s holistic approach in providing the necessary services to the entire value chain (of Cacao, Coffee, Coconut and processed fruits and nuts), such as providing direct assistance to enterprises, the FMI serves as a conduit in linking MSMEs and large firms as markets to farmers as producers, and in the process, create opportunities for increased income and job generation among farming households and communities. What is significant about these FMI sub-projects is its strategic importance, as not only providing access and serving the needs of production areas, but also to the rest of agricultural value chain consisting of Farmers’ Organizations and MSMEs that can be buyers, processors, traders, and consolidators, and other VC actors, as well as to the larger community that can benefit from the rehabilitation of these roads. These roads undergone a thorough review and evaluation process by the RTWG-FMI and selected based on the following considerations: critical role to its linkage to production areas, identified and prioritized under RAPID’s Detailed Investment Plans where the local government has financial capability to put up a 5% counterpart fund, technical capability to oversee the project implementation, conduct the required engineering surveys, preparation of DED, Plans and Program of Work. Currently, RAPID is expected to expand its reach in 8 more FMI sub-projects soon, spread in all 7 regions (Regions 8, 9, 10, 11, 12, Caraga and BARMM) where the Project operates, leading the road to recovery in selected farming communities.

The Rural Agro%2DEnterprise Partnership for Inclusive Development and Growth %28RAPID Growth%29 Project%2C an investment project of the Department of Trade and Industry %28DTI%29%2C funded by the International Fund for Agricultural Development %28IFAD%29%
The Rural Agro-Enterprise Partnership for Inclusive Development and Growth (RAPID Growth) Project, an investment project of the Department of Trade and Industry (DTI), funded by the International Fund for Agricultural Development (IFAD), launched three (3) farm-to-market road rehabilitation sub-projects early this year, alongside with the Department of the Interior and Local Government (DILG) as the overall chair, the Department of Public Works and Highways (DPWH) as technical support, and the Local Government Units of Leyte, Bukidnon, and Kapalong as implementers. A two-kilometer proposed farm-to-market road rehabilitation in Brgy. Tinambacan, Jaro, Leyte is the first for RAPID which launched in May 30, 2022. Second is the improvement of a 3.4 kilometer farm-to-market road in Kaatuan, Lantapan, Bukidnon, which launched in June 17, 2022. Third is the 2.7 kilometer farm-to-market road in Kapalong, Davao del Norte, which stretches from New Agno, Brgy. Mabantao (Purok Sampalok), to Mabuhay (Purok 6A), Brgy. Capungagan, launched in June 20, 2022. These milestones are early gains from one of RAPID’s expected outcomes – that SMEs secure the necessary access to producers, markets and suitable investment finance, under the Project’s Farm-to-Market Infrastructure (FMI) service sub-component. As part of the Project’s holistic approach in providing the necessary services to the entire value chain (of Cacao, Coffee, Coconut and processed fruits and nuts), such as providing direct assistance to enterprises, the FMI serves as a conduit in linking MSMEs and large firms as markets to farmers as producers, and in the process, create opportunities for increased income and job generation among farming households and communities. What is significant about these FMI sub-projects is its strategic importance, as not only providing access and serving the needs of production areas, but also to the rest of agricultural value chain consisting of Farmers’ Organizations and MSMEs that can be buyers, processors, traders, and consolidators, and other VC actors, as well as to the larger community that can benefit from the rehabilitation of these roads. These roads undergone a thorough review and evaluation process by the RTWG-FMI and selected based on the following considerations: critical role to its linkage to production areas, identified and prioritized under RAPID’s Detailed Investment Plans where the local government has financial capability to put up a 5% counterpart fund, technical capability to oversee the project implementation, conduct the required engineering surveys, preparation of DED, Plans and Program of Work. Currently, RAPID is expected to expand its reach in 8 more FMI sub-projects soon, spread in all 7 regions (Regions 8, 9, 10, 11, 12, Caraga and BARMM) where the Project operates, leading the road to recovery in selected farming communities.

Aligned with the Philippine Development Plan 2017 - 2022, the Rural Agro-enterprise Partnership for Inclusive Development and Growth (RAPID Growth) Project aims to intensify agro-enterprise development in the rural areas. The Project serves as support to the Department of Trade and Industry’s (DTI) thrust, themed as Trabaho, Negosyo and Kabuhayan (TNK), to bring employment, livelihood and enterprises to rural communities and reach more farming households, cooperatives and microenterprises, anchored on the Value Chain Approach. The Project adopts a Whole-of-Government Approach (WGA) in the delivery of services – expanding economic opportunities, creating more agro-enterprises particularly in the rural areas, facilitating easy access to market and producers, technology financing, and other business development support services.
